SEO wise which is superior and which will be better latency wise: using Wordpress or using a custom-built DB site with PHPAdmin and MySQL. I'll just be posting images.

I guess it depends how good your php skills are - custom coded is likely to be faster, and potentially more customisable, but Wordpress is very rich in features and SEO benefits (plugins etc) by default.
so you would have to be a very good coder to top those benefits.

Hmm, not that good. I did some coding a few years ago on a site and hired a developer to help me refine it. It ranked well, but no idea if it would outperform WP.

I have experienced a lot of trouble with Wordpress over SEO.
Sometimes you are stuck with a non-SEO-optimized template, and you have to spend hours modifying it, because sometimes alt/title tags are missing etc.etc.
So I suggest to going custom made websites (php/html) because then you have explicit direct control over everything

Well in that case, it depends how much money you have - if you can afford (or its worth your while to hire) a developer that knows what they are doing, and if you can manage the project to make sure the developer builts the site with SEO in mind, then yes it will be much better.
But I think that will be very expensive compared to wordpress. and it would need to be spot on to beat wordpress in terms of SEO.

WordPress ! You just need to know which are all the necessary plugins to use it with. If you have good coding skills, better to create custom site.

I would say that SEO wise, there isn't much of a difference. It really comes down to how customized you want your system and what exactly your website does. If you have a complicated website that can't be built on WP immediately, you're better off coding from scratch. Customizing WP for needs can take a lot more time than coding it yourself.
Optimizing for SEO can be done in custom software. Yes, it may be FASTER to do in WP, but that doesn't necessarily make it the SEO that you are looking for.

I stick with Wordpress.
After all, it is content that matters in the long run. The increased performance you'll get from a custom PHP CMS will maybe increase your SEO somewhat, as pages will load faster ...
IMO most people will be better off investing that time and money into superior content/research/products than to reinvent the wheel and make a CMS which is marginally better ...
Out of the box, WP is far from optimal for SEO, but it can be tweaked easily.
