Of course you can, but you'll still be limited to the data transfer of your home connection. You can do fast-paced work on the vps you connect to from the slow country, but you won't be watching your programs do the work at full speed.
You'll be watching your programs jump and skip because that's as fast as your home connection can communicate with the vps, even though the vps will be working at full speed.
I hope that makes sense. lol So yes, I would go with a vps.
