The question should be which is better. It is not "which is best?" Use better when comparing two different things like in this case PBN and Web 2.0.
Anyways to answer your question. No one is better than the other one. PBN and Web 2.0 should be used together. They are perfectly matched for your SEO needs just like peanut butter and jelly or ham and cheese.

PBN is little costly but web2.0 service is very cheapest like in $15 i can give you 500 web2.0

Well, web 2.0 is still highly effective no doubt in it. But, when it comes to SEO we should avoid building links from a single source alone.
Using web 2.0s alone will not help you achieve #1 rankings, but they are an important part of your campaign to diversify your link and anchor profile with the combination of Guest post, and PBN. Especially if you're in a more competitive industry It works like a charm.
