i want to make games which do you think is best Unity or Unreal, i want small mobile games.

I don't think Unreal is too powerful ... I just think Unreal's mobile support needs some maturing first.
Having said that, you could make a mobile game with Unreal quite easily and with some manual tweaks and modifications you will be able to release the mobile game but it is not as easy as Unity ...

My vote is for Unity. If you're familiar with C# at all you'll fit right in. It doesn't cost you anything to download Unity and give their video tutorials a shot. Make the Roll a Ball game and the Space Shooter. Takes a few hours for each.

For smaller games, I'd probably recommend Unity between the two options. Although, I feel there are other frameworks out there worth considering for mobile gaming development.

Unity unity all the way. Unreal is okay if you're really into it and know EVERYTHING about it. Like big companies. That said, the phone games made with Unreal are unstable and have several issues I have never seen with Unity games. Unity is easier, and is just too versatile to be ignored.

Depends on what "level" your coding capability is. If you are a beginner, I suggest going for Unity. C# based, and lots of community resources available.

Unity.

Unreal is a beast, and has tons of features, but Unity is easier for a beginner, with more support and less issues.

Since you are just looking to make a simple phone game then you should definitely go with Unity (you need C# knowledge)
Unreal is a beast like the above user stated but It uses C++ as far as I know which could be complicated little bit and hard to use for beginners .

Unity is the right choice for you. A lot of plugins, nice community and C#.

Unity has lots of assets too which can be downloaded from torrent sites

I have made couple of android games on Unity platform and I feel it's much easier and have lot of features..

Give unity a try

UE4 for mobile games, Unity if you need a mobile network game with options to extend the network. UE4 has the most fluidity and performance that you can have for your games, plus the various options that you get with it make it too easy to make games. The rest is streamlined so easily that you basically spend most of your time clicking and dragging instead of directly animating and coding. The thing that sold me to UE4 for mobile was that it was easier to setup and create a game on the fly compared to Unity.
