I know about
www.arin.net
www.maxmind.com
www.whatismyipaddress.com

But, my clients have been getting messages from Instagram saying "We noticed a new login from a device you don't usually use" and a location that my proxies are not using.

I check the proxy on different geolocation places above and they all show the correct location (not what Instagram is showing).

Usually the above is for aged accounts that have just started in the past 1-2 weeks on a new proxy.

Is Instagram showing outdated proxy locations? ie. That particular proxy used to be assigned to xyz location, but now it's at abc location?

Don't know if this is a proxy leak, outdated geolocation database, or just Instagram F*ing with us.

Need your help, please.

Check iplocation.net they have some affiliates that can track IP geolocation in real-time. I'm assuming IG uses a company similar to that.

IG and it's parent company (FB) have enough resources to build and maintain such database by themselves.
I'm very skeptical about the idea that they use some 3rd party solution.

Tbh they most likely don't:D A lot of these ip geolocation companies use satellites in the earth's orbit to log IP address information. Others use other methods like time-delays between routers and other fancy tricks. Not saying that Facebook doesn't have the resources, but why reinvent the wheel? These IP services are around to specifically to help other businesses. Now FB and IG probably log IP addresses, but most likely don't geolocate them themselves
