Hey, I've been thinking of starting a new site recently and I know of an old site that used to be a bit popular in my niche in like 2007 which shut down and recently the domain became available, it probably would have a few links from forums or something but not really sure about how many or what pr it was. I also currently own a domain that doesn't have any backlinks or has ever been used for anything, should I build my site on the old domain or would it be any different if I used the new domain and just did a 301 redirect with the old domain?

PR is not being lost when the domain is dropped 
You can check the PR and whether it was real one on cekpr.com, then you can check DA and PA on opensiteexplorer.com and lastly, majesticseo.com is the best tool for checking out backlinks, you might want to look at their trust flow and citation flow
Ahrefs.com is a great tool for backlinks as well but from my experience, majesticSEO has a much bigger database of backlinks..
If after checking all the metrics domains looks nice, then 301-ing it to the new one should transfer some nice link-juice and new domain will get a little push upwards most likely.
Also if that dropped domain was popular it might has some direct visits so you are going to get a few clicks on your newly created site too without rising a finger

Thanks but I think you misunderstood my question a bit. I know that the pr will stay the same even if the domain dropped, my question is when I make my new site should I use my new domain and 301 redirect the old domain to it or should I use the old domain and build the site on it?
Firstly, PR doesn't just stay the same because it "was once", it's based on backlinks and the page rank of them. If it lost backlinks, it'll lose PR, whether publicly visible or not.
Check the authority of the old domain, if it's high, it'd be wiser to use the old domain right off the bat. If the old domain doesn't still hold significant value and your new domain is more aesthetically pleasing, use that and 301 the old one.
