I am looking to advertise on behalf of a client , which CPA will you suggest who are cheap on advertising rates

It depends on what kind of product the client has. If it is a CPS type of thing for ecommerce, CJ/shareasale are your best bet.

If it's something else, well, you have a lot of options.

as being said, check some trustworthy CPA networks, like MaxBounty or Epom or PeerFly.

Make sure that you have a decent float budgeted - as a new advertiser, the payment terms are not going to be in your favor. Expect a prepay or at the very least weekly net-1/net-3 pay term.
