Which countries have no rules regarding copyright infringement.

As far as I know, there is criminal charges and prison imprisonment in Usa and India regarding copyright infringement.
Is there any other country where we can host copyrighted content and there are not any rules regarding it?
I am planning to have a joint venture with a person living In that country.

Actually all the article I will be having is rewritten content but it still can get issues with copyrights.

So if I do a joint venture with that person, he will host the site and everything, I already have achieved some great results with the rewritten content.

Do you think it will be a wise idea?
Can we make it work this way and can pass copyrights problem?
 
Most likely you should look out for countries that have bad relations with the USA such as Russia, Turkey, and Iran.
 
Only three countries, Eritrea, Turkmenistan and San Marino, are said by the U.S. Copyright Office to have no copyright protection either for authors within their borders or for foreign works
