Both are solid choices.
cPanel is widely used, especially for Linux-based hosting, with a strong ecosystem and WHM integration.

i was paying fo 2 cpanel licesnses, and then a fresh vps and installing, but I found it too much admin hassle to update your firewall and banned IP lists in WHM, and that's why I opt for cpanel included now. I had plesk, and it didn't make as much sense as cpanel. Maybe cause I never used anything else!? lol
