Which CMS or Software do you recommend to start one CPA Network?

I'd say look for something you can do with wordpress. Rentacoder, iworker, etc can develop a custom plugin for you, complete with theme if you write the correct info in your project. Could be anywhere from a few hundred to a few thousand depending on your project scope.
It costs you NOTHING to join one and post a job to get a quote, so see what they can do! You're gonna want PHP, jQuery and AJAX in there to make it slick and quick loading.
If you need more info, PM me, I've submitted projects on these sites before. If they can clone Group buying sites via wordpress, there's no reason you can't make a CPA network if you give the right parameters.

wordpress is good for minimum budget, so you can concentrate more on other things.

well I guess you are talking about starting your own CPA network right ? So forget about this wordpress nonsense. Check out hasoffers.com , you can start for free the first month and fees depend on your amount of affiliates the next months. Then scale up to stand alone software when you got enough income.
I do think you should reconsider opening a network with a low amount of cash , make sure you have enough cash in house to get the affiliates paid in time ( even if the offer itself hasn't paid you yet ) , it ain't as easy as it sounds.

Apparently reading comprehension is at an all time low. Not sure why anyone would recommend WP to run a CPA network. :crazy:
The OP is probably looking for recommendations more along the lines of DirectTrack or Linktrust. But this:
...tells me it won't last very long. The whole "I'll get paid then I'll pay my publishers" is a business model we see crash and burn all the time.
