I'm going to do some blog commenting for both traffic and
google rankings which blog comment software works best
for finding high page rank blogs to comment on.

ScrapeBox I guess. Don't forget to buy some good private proxies too.
Also, remember that for SEO purposes d0f0llow links are best so instead of blasting thousends of blogs hoping the comments stick, invest some time and manually comment on high PR d0f0ll0w blogs. It is worth it.
 
I can't afford scrapebox now I heard that Blog Comment Demon is one
of the better ones anyone know where I can get version 3
 
I hate to say it because you've already said that you can't afford it, but Scrapebox is definitely the best commenter out there. You can check page/domain PR of scraped pages and if I remember right, there's a plugin for checking for nofollow links, OBL, etc.

I believe there was a blog commenter shared some time back that was similar to a really old version of Ultimate Wordpress Comment Spammer, but that was at least a year ago.

If you're just starting out, you can always download the SEOQuake plugin for Firefox, grab a few footprints to plug into google (ie: "Powered by Wordpress" "Leave a comment") and go from there.
 
SB is way better than BCD.

If you can't afford it, save up your cash and get it when you can.
