I disagree you have to start developing your own tools. You'll be wasting 6 months or a year, at least, without any income.
There are some very good tools out there. Unfortunately there's no be all and end all tool for tiered link building. I use a couple myself.
That depends how you want it built too.
If you want high quality tier-1 then scrapebox, xrumer, or even senuke and ultimate demon won't let you manage them easily.
So get to know what you really want first, then do some research to find the very best tool.

While there are tools you can develop that will add to a good SEO campaign - just creating tools that perform the same function as somthing that costs a few hundred bucks a month (or for life) is a frikking waste of time.
"I'm going to code a tool that posts to 50 WEB20 sites"
Why? You do know they change sign up and submission all the time?
You know it will take you WEEKS initially then a day or so every week for ever to keep on top of the changes
That for a few dollars there are tools that already do this and are kept up to date by the devs.
If you value your time at under a dollar an hour - then sure, this might be the way to go (if you already are pretty good at coding)
But for anyone else this is a collosal waste of time.
However, coding tools that do stuff that no other decent tool does is a GREAT idea.
Not just getting links, but chat bots, Facebook scrapers, site analysis tools, CL and gumtree posting, forum posters (that go back and post daily to forums for weeks on end on autopilot until you've got "link in signature" enabled in your user CP), RSS scraping and mashing...there are loads of things you can do.
But writing the 500th bot to create a Tumblr account and post on it.....is a frikking waste of your time. Leave that to the pro's who also get economy of scale selling these bots to maybe dozens or even hundreds of people, have a team of programmers and community relations people, great marketing, a distribution network, a lot of finance etc, and use your skills to INNOVATE
In one evening I once thought of around 30 bots that didn't exist that would be bloody brilliant in SEO. I created a couple of the simpler ones in Zenno (and one in VB)
- 1st Tier SEnuke (best if cost no object) UD (best value for money)
- 2nd Tier Xrumer if you have dozens or 100's of URL's to promote at any one time. GSA if you have well under 100
- Scrapbox for getting link lists, scraping competition, blog posting, and lots of other stuff.
- Proxies to anonymity
- Captcha solving service...to get around anti spam.
And a good source of content, because in the long run this is what you'll need, and without it, you're probably shafted.
