PBN links work for sure the good ones that aren't cheap, charge monthly/yearly, low obl count.
Niche edits are the best links in my opinion if one knows how to choose them.
Guest posts are debatable as the market is overcrowded with link farms.
If you know how to filter good ones not just by looking at SEO metrics then the possibility of finding something good is possible.
One way I filter is by leaving out multiniche sites with a very high obl count.
Gov & edu links these are really powerful ones if done rightly.
Ideally pushing these in a huge stack of existing backlinks gives better results.
UGC platforms like niche forums, quora, reddit are decent link source & also drive traffic.
