How can I tell if a website is a French SEO platform or not?
Sorry if this is a beginner-level question.
 
Get backlinks from relevant and medium/high DA sites; traffic is good, but 0 traffic sites are not bad either.
On a small budget, it is safest to start with a small pack of different sites at 10–20 USD per link.

Only by entering the website and manually evaluating its language. Sometimes works checking meta tags in webdev tools your browser:

or
