Probably custom made tool. We do one time something similar but not sure if there is any public tool for this.

I don't know it's ai or not but the quality is pretty impressive.
Now there are many voice cloning ai models you could check out which can be of help.
You will need python knowledge though.
And there are ai tools for it too.
But as always tools are mostly paid option.
One such tool is overdub from descript
https://www.descript.com/overdub
It's a paid one but the quality it awesome.
You need to provide it with a sample voice.
And then it will use that sample voice to speak whatever text you provide.
So get a sample voiceover from a quality voiceover artist or yourself and use it as a sample.
Keeping the sample long like a paragraph or 2 gives much better output.

Most likely voice cloning using a tool like ElevenLabs. And yes, this is 100% AI cloned voice. Anyone who spends time doing AI text to speech will notice the artifacts and the subtle noises. Find a voice sample of someone who sounds like this (UK English, documentary style) and throw it into the software. People in this thread telling you this is real have no idea what they're talking about, but I guess that just goes to show how convincing AI voice cloning is getting.
