I know an MLM program that pays $20 for each signup.

we are also offering $10 on signup and 30% / sale recurring , this means that the client pays his monthly subscription you will get again the commission month after month ...

Depends on the niche. Plenty of finance/Forex affiliate programs that pay $700 CPA from certain countries, but obviously getting the conversions are tough.

You could do personal loans or credit checks - they pay $72 to $300 per user!
