Or, at least, which ones do not explicitly forbid scraped content in their TOS, like AdSense does?

I have an easier solution, pay for an article, get good content, use any ad network you want.

Otherwise i remember watching a video from that kid blogger viperchill where he listed some no name ad networks you could use for parasites might want to go hunt on his blog for it

As you were suggested above - buy articles, don't scrape them.
Most of the ad networks won't care about your rights for the content as long as site looks good and has enough traffic, but at the same time networks try to get rid of such sites including one's with gallery type of articles, so I would suggest to build a proper site with proper content.

I think that adsense, properly optimised is likely the best earned and has the highest ECPM. Therefore you should take the time to rewrite the content. Anyways if you do not earn a lot, I mean something like 30$ a day is likely not a lot, it is likely safe even to use scraped content.

But I am not sure if it is possible to rank with scraped non unique content.

Brand is important for all marketers, no one would allow you use spun stuff to promote stuff as its not going to work for anyone.

Thank you for the responses, guys. The reason I asked about ad networks that allow scraped content is that I have one site with scraped content that's just sitting there and isn't monetized. At the moment, I don't have the time to put the work into it of turning the content into all original content, so I'd rather just make some beer money with it (like we're talkin' just a couple bucks a day) using an ad network that isn't vigilant about rules like AdSense is.

One CATEGORY of ad networks that don't really care are PAY PER INSTALL networks

Try those guys first
