Which ad network can provide high quality downloads?

I am trying to market my apps.(games especially). I am looking forward for an ad network that I can create campaign for mobile installs. I have checked PopAds and it looks promising but I am wondering if there is an alternative. Is there any known strategy to provide high CTR and download rates. Platform is android.
