You write for people. You can then optimize for SE.

Humans, because you do not fully know Google's algorithm. I have been study this stuff for 10 years and I have about 40% of their algorithm down to a T. It's all variables and always changing bro. Why write articles for variables? When the true constant is and should be people and content.

You write for humans since you don't know when the next major Google update will happen. They just bought a AI company called DeepMind, that they will integrate into their algorithm. Once done I think not only will they be able to recognize spun content better, but will change the game as far as how well something is written. So concentrate on humans, since you never know what Google will implement next.
