wheres the best country to source c++ developers

Im looking for a c++ developer to develop a piece of adware, which countrys do you recommend i source the work from and what price would you say i would be roughly looking at

i realise that the price depends on the size of the job, but do you pay them per hour or how?

stay away from indian/pakistani developers

i've spent over 100k outsourcing work over the years and 4 out of 5 times, their work ethic is awful

i've had better luck using guys from eastern europe (ukraine, russia, latvia, belarus)... just make sure you pay attention to feedback and use that as a guide. don't bother with people that have no feedback, especially if it is your first time.
 
nearly all my CS professors from back-in-the-day were from romania. i guess they have a lot of programmers over there that can't get jobs. see if you can find any romanians. they were all really cool guys.
 
Same: Russia, Eastern Europe. Intelligible English, good skills. None of the "I can do all work" crap.
 
Lately large companies outsource to Ukraine - cheap + reliable.
Stay away from India and Pakistan - the quality is usually terrible, unless you're extremely lucky.
 
Is everyone who says europe is best finding workers on rentacoder? Odesk? Other?
 
lol reminds me of when I tried to find help. Ppl guarantee they can do it 2ithin 24 hrs. all details given , ftp etc so they can check first. of course they did not fix it and said oh not feasible to continue working on it ... of course they wanted upfront or when half is done but luckily i did not pay. I pointed them the right way so the partial things they fixed were where I pointed them too. Might do some guys wrong but I will stay away from india,pakistan for now... just one example I could give more but you get the point
 
They are actual companies that are doing it, can be found in the english version of the local yellow pages. It is advisable to go for those having certifications from MS, SUN, Oracle etc. The certificates themselves cannot be faked as they are verifiable on subpages for example under 'microsoft.com/blahblah/blah/company'.

However nothing is dirt cheap anymore, a project that costs $50 000 in USA can be done for $15 000 in Eastern Europe or Russia and that's it. No half-stable serious bot costs less than $5k.
