At this moment, no where. But generally, somewhere cheap in Europe. For example, CZ.

I like your idea. Yes, Europe has a lot of safe and cheap places with awesome IT communities. I love Czechia too.
Warsaw, Kyiv, Prague are good for starting up projects.
Yet in my opinion it could be cool to settle somewhere in a sea town. For Ukraine it would be Odessa. For Spain I would choose Alicante or Valencia.
