I have a spare $1500-$2000 per month to allocate to create an online business or any cash flow - what do you suggest?
I have a job so I don't have a lot of time on my hand but I can do it part-time (like 5-6 hours per week) - I can create websites in Wordpress, I can do the design too, I know SEO, python too, so I can cover a lot of skills or at least lead someone to do what I need. I don't know which direction to go

Having skills is good but sometimes product, niche or market plays a big role.
Since you already have some base knowledge I'd research around what would you enjoy doing or what seems plausible in terms of competitors.

Don't spend a dime on your budget until you get something up and running.

My advice is to build something for the long haul. Put up new content weekly on your website, hammer social media daily.

After you get some traffic and followers, then you can figure out how to spend your money to boost your business.

If you're not absolutely rigid about it being an online business, put that money on a property that you can rent out later. You'll earn passive income for years.

You have money but little time… I would find someone with the time but no money for their project and invest in that. You could partner with two people on two different projects and tell them you can invest up to $1k per month to get the business moving. You have options here too, you can find someone who is already making money and looking to scale, or find someone who is looking to get started with something and needs an initial investment.

Forgot to mention: I absolutely don't want to have contact with people except for the needed one

Skills, Money is not everything, what you call the "right direction" is actually a business plan, product development, marketing, skillset which you either don't have or you don't have time to acquire nor you want to give money to someone who have 'em , so what exactly do you expect to get ?

Find someone that can create you an application that deals with transactions and transferring money
