They're a bit more expensive than other registrars, but domain registration is fully anonymous (they don't even ask for your name) and they absolutely don't care about what you're doing.

Keep in mind what Matt Cutts says is the IDEAL not nec. what actually happens with Google serps.
But yea I need to move my domain and servers offshore too.. and I'm at a loss of what to do, what country to go to, what hosting to use and where to transfer my domain...

you can register a domain whereever you want!! US or not US will not make the difference!
if you register a .com with godaddy is the same if you register it with PRQ
it always a proprety of InterNIC.
the difference is where you host your content
stay away from who say that "they can register anonymous domains" you can make the same also you!
Buy a Virtual credit card, go to a internet point and register on gadaddy your domain using fake name info and real street (but not yours) etc.

All my domains are registered on fake info and are online since 2002
