Where to put texts with hyperlinked keywords

Hi there,

as I understand, it is wise to have a lot of places all over the internet with keyword-rich pieces of text, preferrably with the keywords hyperlinking to your website, right?
Now, I read a lot about blogging, and article writing. But, can somebody explain where exactly to go? It doesn't seem easy to find these kinds of places where I can do that. I was thinking to start a webpage for each article, or review or whatever. On your own page, you can do whatever you want, right? But, that is going to cost a lot of money, I presume.
Also, I need to post on places where they accept articles in different language than English.
I don't know if this is possible.. Can anyone help here?

when you comment on a blog you can just hyper link your name to you website for example... internet markting would be your name and it would point to your website. the only problem with this is that it looks abit spammy and my not pass the admin. but that all depends on the qulitiy of your post

what other language do you want to submit you articles?
