Where to purchase Geo specific traffic only

i dont know where i would of put this so hoperfully i picked the best place for this.

But im looking to generate traffic from only one place, and googling i oculdent find anywhere where you can purchase geo traffic only. To be specific i just need traffic from Arizona, I was wondering what would work as it dont have to be specific targeted traffic, so i was wondering if i can do a ppc campaign and do some lowkeyword for arizona and pay like 1 cent per click. i dotn know how that will work as i never done ppc before open to any ideas
