By creating a blog from scratch, even if Google starts indexing its pages, the possibility that some visits will initially arrive is almost zero.

Normally, to try to get some visibility, links are posted on social networks, Twitter, and Reddit... clearly, a lot depends on the niche, but what are the sites you know where it is worth publishing the links of one's articles or possibly a little preview?

In places like Twitter where characters are limited, is it worth using a URL shortener even if the site name won't be directly linked to?

You can share the links to your articles on LinkedIn, Facebook, Quora, Pinterest, and Medium. Regarding URL shorteners, they can be helpful for platforms with character limits, like Twitter. However, they also mask the actual destination of the link, which might make some users hesitant to click if they don't recognize the URL shortened domain.

For technical content Hacker News, Lobste.rs and Reddit are very good. If you have an account followed by people in your niche, Twitter is good for quickly spreading articles as well. I don't think you need to worry about using a URL shortener, Twitter has a built-in one that automatically shortens URLs IIRC.
