Hello guys i want an opinion. I pretend to move maybe buy an house or rent on next couple months.
The place i pretend to go shoud have this following conditions:
Cheap, Safe and good internet connection ( i mean enough to work well)
i read that i can buy an appartment in bulgaria for $10k (small appartment next to ski resorts). Is that true?
What other places you advice to buy house or live ?
budget $10k to buy house or $500 living per month.

Dude if you wanna spend $500 go to Praag or Bucharest. For that price you can buy or rent a nice house in the city.

Malaysia, for $500/month you can rent a big ass apartment in their capital, if you go to areas away from the capital, you can literally rent a house with a nice backyard for less than $200 per month, its a beautiful country with many great places to go, the monthly expanses are extremely low too.

I lived there for about 2 years (from 2011 to 2013) and I can say its a really good place to live, the only "problem" is the weather, it rains all the time, but the rain just makes the weather sticky and humid, but mostly the weather is pleasant near the beaches.
 
Its going to be a closer to $18k to $20k for a nice small place in BG close to a ski resort, but in Bulgaria there is lower income taxes only 10%, and you'll have a lower ms to datacenters in France and Netherlands compared to a cheap but high tax asian country.

My town, Capljina, Bosnia and Herzegovia.

100$ is cost of rent for 80 m/2 apartment, 4 rivers, amazing weather, 15 minutes from sea in Croatia.
Cheap prices, cigarets=1.5$, restoraunt dinner or breakfast = 4-5$, internet= 10mbps speed.

I travelled a lot, but for me, best place to live forever.

Amazing people, no robberyes, no mafia, small city with almost no traffic rush, 1km taxi= 0.3$, amazing places to go out at night.

Beer=1$.

Seems amazing. Do locals speak english?
I find this to be a great drawback in eastern countries... Bulgaria and Romania so to speak.

Malaysian here, can vouch for this. Suburbs area around capital, Kuala Lumpur ranges from $100 to $200. Not to mention there are other satellite cities surrounding the capital and cities in other states.

I thought the locals in urban areas Bulgaria and Romania know English but refuse to speak it, since basically everyone in both those countries learns it in school.
 
For $500/month you can rent a 1 or 2 bedroom flat in Spain, on a sunny costa, if you do long term rent, for about a year. Internet will be so-so though.

No, they don't refuse, they actually can't speak and understand it, as such things are getting forgotten very fast with no actual practice.

I call bullshit, how can they forget such a major language when they learn it for years, the internet is mostly in English and most of the quality media these days is in English. They are going to be able to speak and understand the basic terms that that are used by the common persons that are native english speakers.

Actually you don't need English in evryday life. I live in Russia, here's English is taught in schools too everywhere, but most people don't speak and understand it at all. Maybe a few words, but that's it. Same about eastern europe and may parts in western one, which I visit quite often, such as Spain for example.

In EU EE nations its different than in Russia, English is being pushed very hard in the EU. I've even heard some radio from Romania and its filled with so many English songs and announcements in English. Even a ton of singers from Romania release alot of English songs.

99.1% of students take english in school in Romania and 88% in Bulgaria

Sure, I don't challenge your numbers, and the same numbers are true here, and radios play a lot of english music too. But regardless of this, after you graduate you don't need the language at all, absolutely never, so it gets forgotten very fast.

And the quality of education in not enough good to make people able to maintain a conversation anyway.

It's called the "educational" system. Kids spend their time "learning" stuff which they forget almost immediately. Or do you think anyone remembers ... chemistry? Math? Physics? Where you live, people talk about the effects of osmosis in non-homogeneous liquids in the watercooler? :o
