Where to host torrent tracker?

Let say someone from the US was looking to host a movie tracker for torrents. Where would one find hosting that is in a country that ignores DMCA letters?

All hypothetical of course.

hypothetically he might want to look for russian dedicated servers

or google "offshore hosting"

Sweden server may be because on the largest torrent site is from there..

As far as i remember its still currently hosted but two of the owners are in jail.
