Of course the good old public proxies give the largest range of geolocation, but I guess you already know about them.

Did you try Cloakfish ? Hundreds of geolocated IPs

2. Get IPs from the server company
3. Install Proxy

does it have to be a dedicated server by force or can a VPS work just the same with its own private IPs?

you can also use a vpn, if you find a hosting company which offers a vpn with more than just 1 ip adress.
