Where to get mass prepaid debit cards?

I am looking for somewhere that I can get about 50 prepaid debit cards, I am getting lots of bing coupons but you need to register a card before the ads start running, I have used all my cards, free debit cards would be better.

Asda the UK version of walmart require a minimum topup, most of these cards do

Can you use a foreign exchange type debit card? I think there are a few pre-pay debit cards that you can get for the purpose of taking abroad, kind of like travellers cheques.

In fact I think Thomas Cook do one from memory, I've had one before, but I couldn't be 100% sure it had no minimum deposit.
