Contact site owners that have niche relevant sites and:

1. Offer them an amount you feel is right for a link
2. Ask them how much

Always do 1 first then 2 if they say they're not interested.

Obviously create a database of sites and then you can compare the best prices you have managed to achieve.

You can buy those, check the BSTs for blog network links, etc... you can check fiverr also, I believe you can buy some there but there is a lot of bullshit and fake crap so you have to work on filtering for good ones (easier said than done but if you're on a budget you can give it a try)

You can get High PR back links from directories, press release articles submissions as well as high PR social bookmarking sites. posting in high pr forums is also the best option for getting high PR do follow back links.

Reach out to bloggers in your niche with a decent active blog. Instead of offering them money right off the bat, just offer them a well written article with your link in it. If they don't like the sound of that THEN offer them some cash.
