where to get high DA chinese backlinks

1) ask in the marketplace:
https://www.blackhatworld.com/forums/want-to-buy.92/
2) try networks like Adsy.com ... or databases of sites that accept guest posts, such as RocketGuestPosting.com ...
3) After a bit of googling I also found these sites that could help:

https://serpzilla.com/blog/chinese-guest-posting-sites/
https://prposting.com/publishers/links-china
https://guestpostlinks.net/language/chinese/?685278_attr_pa_language[0]=1675
Personally, I don't trust these sites too much, but I posted them to give you nudge in the right direction: if you google for stuff, you might find it
4) look for backlinks-related stuff (services, software, etc) in AppSumo.com, I remember a few years ago when I checked AppSumo extensively that I did find some software that was building all sorts of weird links and - and I might be misremembering this, but - I think that I did see a few Chinese (or at least Asian) sites in there... So, spend a day or two looking around AppSumo and you might be able to find something...
5) if you have Scrapebox and know of (or can get) some footprints in Chinese you can scrape the SEs for such sites yourself...
6) reach out to SEO / link building agencies and simply ask them! If they're desperate for client (and they always are) they will try their hardest to find sites that they can sell you backlinks from
7) last but not least, everyone's head over heels in love with the garbage AI nowadays, so ask ChatGPT or another one of its billions of clones to find the sites for you...

you may search manually if the requirement is not so big, otherwise go with @tazarbm suggestion
