Do a keyword research to find keywords with low competition then build a website around it. While waiting for it to rank you can run a small google ads campaign.

Cold outreach on Instagram works best for SMM services.
Find local businesses with weak profiles, DM them with a quick audit of what they're doing wrong and what you'd fix

Upwork / Fiverr: good for starting, but you need a clear niche (not “general SMM”)
Reddit & Telegram/discord groups related to e-commerce, dropshipping, SaaS, local businesses
Cold outreach: DM small businesses with a specific problem + solution

Just start advertising which ever way you can until you figure out what channel is bet for you

I am not in the social media services but i use the following platforms to get my client

1) Fiverr (my main source)
2) Upwork (for long term projects)
3) BHW marketplace

You can try these to get the clients .

You can start with marketplaces like Fiverr and Upwork to build initial proof.
Also, being active here on BHW, providing value in threads, and networking helps a lot.
Cold outreach on Instagram/Twitter can work too if done properly.
