well it exist in the darkweb. but most if form cc fraud etc. not worth the risk

Exactly, just spoke to someone looking for 50% discounted visa gift cards, thats only coming from people who stole credit card info and needing to cash out.
Where else could you think cheap money could come from ha.
I could see at most getting them for 95% legit. Thats about it.
