This is a link going to another site, its paid link exchange or the guy himself is the owner of that site nobody knows.

Most probably this is dropped and then reregistered site with content restored from web archive, part of someone's private satellite network. Quite a few pages from this site return 404, I'm 99% sure this is a drop.

I think if he bought from the owner,the owner will not only sell links to him,the site contains only one outgoing link
