Where to find Offshore Web Designers and Programmers?

Does anyone know of a good place to find reliable and experienced designers and programmers. I have tried the forums (doing job postings) and Craigslist. However, I am running into some issues. It's either people want to charge as much as what we would pay someone in the US. Or they simply just are not that reliable.

I was thinking about trying to check out a freelance site. Then maybe we could hire them full time in the future once we get their contact information...

Odesk is cool and same with the BST section here has some good web designers. I prefer eastern european web designers as they have the best quality for the price. Their prices may be a bit higher than what you see from indian on bangladeshis but you can definitely see the difference in the quality of the work.

Obviously TC is trying to save money. Personally I need a reliable offshore programmer to work with (I'm a US-based designer).

Try ODesk.com. I actually got a ton of inquiries already. They seemed to be pretty qualified. In addition, everything is really simple. For example, you can sort by hourly rate, portfolio count, reviews, and etc. You don't have all these options when a designer is sending his resume through e-mail.
