Where to Find Good (and Cheap) Programmers?

Hello

I'm looking to higher a programer for a complex project - My budget is about $5,000 for this program (mostly written in C++ but knowledge of other programs are required).

The thing is far I'm using freelancer / Getacoder but all the programers I pump into are really bad (I'm talking about simple programs) so I wouldn't want to give them a complex program and spend that kind of $$ for something that isn't really good.

Can someone suggest a good programmer that's relatively cheap?
