Themeforest is reasonably priced Even better is Elegant Themes and access to all themes for a year.
 
Check it out on the nimbus theme.
They are generally cheap, if you are not satisfied with the themes and the price you can go for the Themeforest.

ThemeForest is the first place you can looking for premium/cheap wordpress themes. It is quite popular and the prices are reasonable. A lot of the themes on ThemeForest are responsive and the price range is usually $25 to $75, but it varies from theme to theme.
 
cheapest is probably Theme-junkie - not as nice as ThemeForest but for like $70 you get 66 theme and plugins
