Hello, I have seen some competitor sites that use these kind of sites to index their content, probably faster. Anyone knows, how to buy these types of links? When you click that, it redirects to competitor home page. But how they manage to index them on google? Tier 2? Thanks!

Probably by an indexer. How'd you pull up all the redirects containing that specific URL in Google? I'm trying that but inurl: won't work.
 
They do not need to be indexed, the site owners have not closed the hole and these URLs are indexed by themselves, that's why they are searched.

Recently there was a post where a person posted a list of several million such URLs.

In this form they are now meaningless, it is not they index sites, they can help a little, but a little later guaranteed to lead to a strong decline in the ranking of the domain where they lead.
 
In my opinion i don't think this might work, also it might damage your website reputation.
 
Be careful about buying links that redirect to competitors' sites, as it might go against search engine rules. Instead, focus on creating good content and getting natural links to improve how your site shows up in searches.

True, unless and until you don't want your site to be penalized don't go behind for this links, it would be good if you can build good tier 2 links which will boost your website. Rather re direct links.
 
Probably redirect links that are similar to those links that help you increase your DA but don't give any value to the domain.
 
Why you need this spammy redirects?
To raise your site's DA and scam clients?
