Where to buy quality backlinks?

I'm finding that I am not able to build strong enough backlinks within GSA SER. What I'm wondering is though, if I had a budget of like $20-$50, where could I buy 1-2 very quality backlinks?

I know there are tons of services here on BHW but it gets so complicated for me because it seems like everything comes down to PBN's which I here can be very unsafe. What do you guys suggest?

Ive only seen that kind of service twice while i have been on BHW, and i think SkyrocketSEO Provided one of them, maybe both. Was something like 1.5k for a link on a huge site like huffington post.

I could be thinking of the wrong user lol

That makes sense, but still, I don't think one needs to buy links for ore than $500/link unless their budget's are around 7k per month per site.

And when the budgets are more than 7k, you start thinking about HQ satellites and growing your own links

lol ok ok maybe "very high quality" with $20-$50 is a bit farfetched. But what can I expect with that sort of budget? I'm just looking for a couple good links to help my other GSA SER links look better. Like I dunno. Maybe 40-50 PA and 20 TF/CF. Is there any safe/easy way to get a couple backlinks like that? That are within my budget?
