I actually made some researching for you. Most of my research says that there's no pay per INSTALL script but just pay per click, or pay per download. But, some say there is; but there's no commercial one, so you need to hire a good coder. So, hire a good coder. Dig deeper in Google just like how you dug deeply on different sites. Actually, I have seen a lot of forums where you posted the same question. Great idea!
