Where to buy Backlinks?

I got a nice little budget to spend on a friends website but he does only want permanent one-way links which are from websites or blog posts which means no profile links, to social bookmarking etc. I bought a few nice links on bid directories but now don't know where to get more links from lol...

Can anyone of you recommend a good service for permanent one-way backlinks which come from "real" sites?`Never did stuff like that before cause I'm normally more into blogwheels, bookmarking, profiles etc. for my own sites.

xrumer or scrapebox blast for bulk backlinks
high pr ******** backlinks for quality backlinks
