Topically relevant post or if that doesnt exist then the homepage as this is the most natural.
By topically relevant i mean if you have one article on “strawberry protein powders” and you decide to delete it then you might redirect it to another article about protein powder.
Realistically you should look to improve the page though. Unless there its not viable in terms of gaining traffic from it

i see. what about just removing them all together? or are you just making sure they aren't orphan pages

If the content is of poor quality or doesn't align with any of your existing pages, it's advisable to prune it and allow the pages to return a 404 error.
