If you are looking for freelancers, have you tried scriptlance or elance.com?

That's a little bit of an oxymoron - "Good Programmers - Cheap"

Students, send an email in to your local university saying you got a job opening for a programmer. Because they're students, they'll work cheap and you can usually find really talented people. My uni are always forwarding emails like this to me and my coursemates.

For project based: odesk, guru.com, elance.

But for more complex stuff "cheap programmers" is not what you want to do.

This is a great fucking idea. I don't know why I haven't thought about it yet. Although, as a uni student myself, I don't think I would charge less. I already get freelance work from forums, etc. so there's no reason for me to charge less just because it's from a different avenue.

When I was a student I would do work for people for about £7ish an hour, cheap for them and because I always did a good job they'd always come back. The work was never particularly difficult either, and I'd always slightly over estimate the hours it would take to do something (quote 5 hours, takes me 3 hours etc). I think most CS students would gladly work for a rate like that doing something they find easy, instead of working at a shop or somewhere else for a similar hourly rate. Clients got good quality work for cheap, and I could fund my drinking habit. Happy days!

Another bonus about hiring student programmers is that if you ask them to do something they don't know, they can just ask their lecturers for help on it who would most likely know.

There's your problem right there. Why would good programmers work for very little compensation?

If you want good programmers you have to pay.

If you want cheap programmers then expect bad programmers unless you happen to get very lucky.

This was before I discovered BHW :p and because I over estimated on the hours the hourly rate was higher, it just looked cheaper to the client that way.
