I've been trying to find someone to outsource advertising web design too, but not having too much luck. I tired a few sites and forums already, but I'm not really getting any good responses. Where else can I look? Any suggestions are appreciated.

It's pretty easy.

1) Find a niche (like dental health, fitness, or something that parking pays well)

2) Install Automagick Tube Script, or similar.
With this script you can automatically grab youtube videos, so it's a main thing.
It makes a great SEO work, and have a great indexing rate. Lots of pages are indexed.

3) Configure youtube source to add like 3 to 10 videos every hour in automated mode.

It's very important for you to add this metatag to the site:

<meta name="robots" content="noarchive">

This will make google not to cache the pages, which is needed for this cloaking technique.

4) Add the site to google webmasters and upload the sitemap. It will help a lot.

Leave the site working this way for 2 or 3 months.
Check the daily traffic from time to time.

If you have chosen a good domain and a niche with not much competition, you should not spend many days until you start receiving some traffic.

When you reach like 100-300 daily visits, I think it would be good amount to move to parking (it will depend on the keyword/niche you have chosen).

Now, just before you move to parking, you need to go to google webmasters and set a very low crawl ratio (the lowest value) and also set the sitemap to LOW LOW priotity, on all items. This way, google will not DE-index your indexed links.

Eventually, google will crawl your site again, but slowly (unless you add extra cloaking methods), but you should have a pretty good amount of time to make money in the while (several months or so).

It was a test at the beginning. The site doesn't even exist, and it's still indexed.
It has more than a year like this.

you could try microworkers, fiverr, elance or another outsource-site.. just gugling it..
