Where my Swedes at?

if you are from Sweden, please read trough, you may be able to help me

So my sister is planning to move to Sweden, and the main problem is finding a job
We live in EU, so that makes it easier, but she said to me that she needs a personal identity number to find a job, and to find a job you need a personal identity number, so it's a never ending cycle..

I'm asking you, because it's always better to hear it from someone who actually has experience, than reading from internet portals, what does she need to do to be egible to work, live, get heath insurance etc. in Sweden, to be a normal resident?

She has a degree in administative law, that does not really help because it's all related to my country, but she knows it and is willing to change fields

Do you have any tips, advices, experiences?

I am a Swedish citizen, but am currently employed in the US so I can't give you too much personal advice. I'd say that the information online can be very useful, just have to sort out some of the bullshit. I am sure there are other's on here that can also give you some more personal advice.
