Where is the real offshor hosting?

All of these companies claim to be offshore yet they operate out of the US. Could anyone recommend relaible, offshore, non-US based, VPS/Dedicated server hosting. Anyone have expererience with CyberBunker? I really don't want to hear people trying to sell their garbage hosting. Please legit information only. I have need for multiple VPS at different providers that meet this criteria. Thanks to anyone who provides reliable feedback.
