hi, there is some developers here in BHW, but you can try chupamobile they deliver that service, gamwgorillaz also i think and many other marketplaces
btw, do not waste your time with fiverr,

Yeah, don't waste your time with fiverr if you're at all serious. Because changing developers later isn't going to be easy, and you'll need to rely on whoever you hire to fix bugs and help you in the long term.
Upwork.com is another option if you can't find somebody on the forum with good recommendations.

You should try on Upwork.com I've hired some good developpers in there, same goes for graphists, as apps it's not just dev but graphics also (Icon/UI...). And instead of starting from scratch I recommend you to buy some cheap codes on Codecanyon/Chupamobile and reskin them, just to get familiar with the process before getting serious about app business. I hope this help
