I connect them via live chat, that told me that normally they give 2008 Windows servers, but on request they will also install 2012 server. But that said it will take little time.

Ok, So give them some time. However, I guess Windows server 2008 is better then 2012. Since here I found most of the guys are using windows server 2008 only.

I guess you can use data mining software in windows server 2008 server as well.

Before going for any hosting provider just ask them about the VDS they will explain you about VDS, there is not specific VDS plan which hosting company provide you. It is just a technology, which give great Virtual private server experience. I know about hostingroot that why I told you. You can ask any other provider too
there is no difference in VPS and VDS its same thing but different names, like 1 real name and one nick name, the Exact Term is always VPS ( Virtual Private Server) but some Indian companies use the term VDS this is just marketing technique and not some Technology
However buy windows VPS with KVM virtulization which is actually a Technology and it will be good if they are offering SSD disk instead of SATA.
Windows server 2008 or 2012 both will do the job there is no big difference in them when you need them for data mining or for any other blackhat tool

I guess that's what I have explained. And if both are different technology then how it will not going to effect the performance of Virtual machine.
