You need to upgrade your account first to Jr.VIP or Marketplace seller, then place a Marketplace BST for your service. Selling outside the Marketplace, WTB or HAF categories is not allowed.

why is not allowed, if some users have threads like "WTB Verification Neteller" for example ?

there's difference between WTB and WTS.
if you want to advertise to sell, there's rules as to what you can't sell. read marketplace rules or contact a mod for the green light your service before moving forward.
if we're being very specific, it's two different things. making a thread on the marketplace vs replying to people on wtb board.
if i were you just open a ticket with mods to see if your service is in compliance. save yourself from guessing.
